This is very awesome store I've never been in person but when I was working for my old company I would definitely eye there Oregon City Safariland Vest off there website 

And I will also say the ASP Plus like he mentioned with the yellow side button double lock feature are a amazing they are expensive but great pair of cuffs

Such stores are "general" stores, as most police departments provide all the basic gear you need. Some departments will allow you some leeway with things like cuffs and boots, as well as notebooks and pens etc. Over all, they depend on other sales beyond just police officers. Some are also a civilian source for 5.11 clothes and gear where you can actually go in and try it on. Such stores are also used to getting EMTs, SAR, and other services. Laws also vary, in Canada anyone can buy handcuffs but can't use them unless employed in a field that legally allows you to detain someone.

That exocase looks cool, but I ditched mine after a month or so. They rattle when you walk and if the cuffs don’t come off the “spindle” just right they get stuck. 

The key on back is common to all ASP cases. Having a spare key tucked away isn’t a bad idea. 

I have the ASP Ultra cuffs. Smooth as butter. I don’t recommend carrying them on a cuff strap though. The double lock button can get pushed and  make it impossible to cuff someone smoothly. Ask me how I know. Lol
