i play chess and also I'm a CS student 
and i definitely think competitive programming is much harder than chess
because in the case of chess
you need to memorize many theories+ need to learn some techniques and practice and you can win on your opponent mistake 
By practicing you can easily improve your elo much higher and even you can defeat a good player

while in case of competitive programming 
you need to learn a lot of mathematical theories and lot of things 
and you need very good analysis power
it's much harder comparative to chess
