In Uttar Pradesh, where 20% Dalits live, there is only 1 Chief Secretary, which means less than two percent 4. In Bihar, where 20% Dalits live, there has not been a single Chief Secretary from the Dalit community so far. Do you think that all the people from the upper caste have reached here because of their talent and good brains ? India is a country where universities have professors and department heads who do not sign assignments, dissertation papers and theses of Dalit Students. If you ask Dalit IIM IIT students, you can understand this. Such a subordination has existed in India for centuries, even the British were afraid to question it like sati That is how upper caste people have been occupying those areas of work for generations. After the caste census, as the RSS says, we do not need to get 10 kg more rice due to welfare activities, but rather "Representation Proportional to the population."
