One should begin with explaining what the heck you mean with "tag".
A "tag" is 3rd party javascript that loads on your page and "does stuff" in that context, usually tracking or analysis of behavior. Traditionally this was done manually by adding snippets of js to your code. When these add up, it becomes complex and tedious. GTM was developed to be a "external" central command and control center to configure what and how 3rd party js runs on your site. So the GTM "tag" is all you need on your site, and it controls all other "tags" or 3rd party js that runs on your site. I personally think "tag" is a pretty dumb word for this. For one, it doesn't "tag" anything, and also is unnecessarily overloading an already common word with many meanings in the web space.

Wow! I just realized Google has replaced Microsoft in the dull department. I remember Google used to make everything they offered sound exciting, cutting edge and did away with jargon, they made YOU want to have the latest 'anything' they offered similar to Apple - not anymore.
