I’ve had a couple of homes built in Rosarito beach Mexico. They typically ask for a percentage up front 1/2 now 1/2 when they’re done. As far as labor, but you buy all the materials. I built a schedule with milestones on it. So much to do footings and underground, so much to do level one to level two slab, more on level two walls to level three or roof slab. Then break out the finishes how you like. I speak the language well and ordered all the materials

Sounds illegal to me😂. Shady folks. I dont know but these lady seems like the karens that will be complaining about stuff that locals do daily ( music, language etc.etc)
