Short columns usually have less deflection because they are stiffer.
But even with less deflection, they suffer more damage because they can't deform (bend) enough to absorb earthquake energy.
Instead, they take huge shear forces, leading to cracking and brittle failure.
In contrast, taller (more slender) columns can flex more, so they spread out the energy and survive better.
