Staff Software Engineer title comes from staff officers in army. They are the officers that don't take part in operations. They work at the war room / HQ / etc. and consult on planning the battle, strategies, etc.

Thank you for that. We are in the process of defining what is a senior software developer. I think you are right on. How would you define a intermediate developer. This is the structure we are aiming for. junior 1 and 2, intermediate 1 and 2 and so on.
