NSA literally came out and said they tap American phone calls and have an entire apparatus to do so via telecommunications companies. This, after Snowden dropped that whistleblower bombshell in like, 2011 or 2012.

Then you have the fact that certain companies have come forward (employees maintaining anonymity considering what they tried to do to Snowden, and what they've done to prior whistleblowers on serious shit) that:
A) Your phone is a personal GPS tracking device.
B) Shutting it off does not stop the tracking.
C) It does have an input system that allows it to "listen". Like a tap-wire or a room bug for those "spy" movies.
D) No, you can't shut it off via programs. All you can really do to effectively deprogram it is to hijack the phone itself from the company service plan and LoJack its internal computation to remove the software, or completely remove the battery from the phone itself.

Ultimately, how is it that you get wildly random ads that just so happen to be oddly tailored to your specifically previously voiced product that you've thought about getting or wanting but could never really find, with no prior search history in your algorithms to show "cookies" or "information collection"?

Even if they aren't listening, your information and data is being sold without your consent and there's really no way for you to "stop" them.
