Lourlo, it's good to see you playing my first main champ, Annie! But btw, I am a Riven main now, and have played both sides of the matchup, and it's really rough for Annie lol, I don't think she counters Riven. Riven can choose the engage too easily with her mobility, especially now that enemies can see Annie's passive stacks, and her shield can easily absorb a lot of Annie's poke to make her run out of mana.

Annie ADC was also a thing during the old days of lethal tempo pushing attack speed cap, you could literally sit in base and attack enemy nexus towers

The reason people don't play Annie more often is because she has a negative gold differential at 15 against almost every matchup in midlane. She's also very mana hungry and struggles against any champ with sustain so you either focus on farm with Q or you can juice up all your mana to try and harass your opponent. And if your flash is on CD, you're a sitting duck for ganks with very little mobility (outside of the very small boost from E). She's also not really a good lane user of most combat runes, which is interesting because most people take electrocute on her, which is a trap in my opinion. You can't really proc it until level 2 or 3 and your auto windup is so slow that your opponent can take advantage of it when you're CSing. I don't really treat her like an early game champion and I think she scales way better than most people think she does. I run an Unsealed Spellbook set up with green tree 2nd for shield bash and overgrowth (or blue tree with ring and axiom) and cycle through US so flash and TP can be up more often.
