As a German who regularly uses "ö," I would flip the lowercase "8" upside down to differentiate them.

Some fonts (especially older ones) have numbers which look "lowercase" — the "1" and "2" are usually the same height as an "x", the "3", "4", "5", "7", and "9" extend down like "p", and finally "6" and "8" extend up like they normally do.
