It's not just North Korea, this is happening all over the world. All the world leaders crying for people to have more kids need to realize something... If you don't provide an environment where people can make themselves stable and secure in their life needs with at least a little left over for a bit of joy (hobbies i.e.- music, movies, games, w/e), they aren't going to see a reason to have children... If people can't keep a roof over their heads or food on the table for a surety, why would they choose to take on the responsibility of a child?

It's a major problem for starving people to have children when they do conceive. The developing baby is unable to have enough nutrients to develop properly.
