I know it seems like it’s been a long time since Honami, Minori, and Rui got commissions, but that’s because they all got skipped over during fifth rotation. Saki6 and Emu6 were in place of Hona5 and Rui5, and Minori got her 5th commission in place of Haruka’s 4th, so Haruka got two commissions in the fifth rotation.
