Anyone talking about specific facts about individuals 2,000 years ago (specifically what they did in their private lives, their motivations, their psychological profiles) are just spewing BS. Roman Emperors, believe it or not, had people who didn’t like them. Many of which were writing long after they died. Caligula making his horse a Consul may very well have happened; it could be a sign of insanity, it could be him trolling the Senate. It’s a nice historical anecdote but I don’t think you can use it to build a robust character synopsis

The reason why Rommans stopped expansion is not they didn't want , but they couldn't .even if they win they will be massively damaged and will be vulnerable in other borders . For example in this exact period they tried to follow the Nile southward and defeated by Nubians . In the middle east they stopped by Persians while Rommans expenditure in Arabia was total loss . I thought in an earlier podcast he claimed that Roman birthrates declined because of urban growth, meaning, in cities, there is less incentives to have children, and over time less people have them. Not because of state power.
