For classical complexity (entropy) of K, maximal quantum complexity is e^e^K (universal complexity). Besides noise, we may never know the algorithm of a QC function. The best we can hope is a far rudimentary QC function, but we are no where near one that enables us to arrive at error correcting.

This really helped clear things up. I should really get information from scientists rather than news sources, since I had been confused about what the real challenges were with quantum computing and also believed at any random time we could achieve the ability to break every encryption on the planet.
