Uh, Canada is exporting MORE oil to the US under Trump. That oil going to refineries in Texas is all owned by american companies, so if there is a tariff, then they are paying them. A lot of that oil actually gets refined and then exported anyway.

The US has somewhere between 50 billion and 260 billion barrels of untapped oil reserves, mostly light crude which our refineries are not design to handle—hopefully this saber rattling will force the government to approve new refineries and combined with the new focus on nuclear energy we can become solely energy independent
