The H.4 has a line item of other liabilities, which is described as the result of purchasing assets from non primary dealers. How do these entities get the assets (fed liabilities) from the Fed?

Thanks for the wonderful detailed video explaining how the Fed's QE programme helps to stimulate AD in the economy! I am wondering if QE also serves to finance the government's large spending progammes, such as the recent CARES act? This is done through the large-scale purchases of treasury bills.
