I want to emphasize something that you touched on: Most companies will intentionally defer some cleanup with the stated intent to come back and address it pretty soon (after we ship this feature, after the trade show, etc.) and then fail to do so. After the first couple times, we should call this out as a lie we tell ourselves and take candid responsibility for what we now know about our organization: either we do the the cleaning immediately or assume it will never be addressed. There is no "later" in these organizations.
