The 50 rule counts if no pawns got moved or piece being captured.
So in theory,the maximum moves are 141,120(without repetition or stalemate and checkmate).49(maximum moves before reaching 50 move)*6(maximum move a pawn can move until promotion)*16(number of pawns)*30(number of pieces that can be captured,excluding kings)

It's actually 75 move without capture or promotion and the game will be a draw even when neither player claim a draw. But, a player can claim a draw after 50 move of no capture, or promotion.

I could only calculate 5945
50x8x4 (8 black pawns move to the 3rd rank) + 50 - 0.5 (capturing a black pawn) + (50x7 + 50x2 - 0.5)x7 (promoting a white pawn and let a black pawn capture the promoted pawn, and repeat this until all black pawns are promoted) + 50x7 - 0.5 (let the final white pawn promote) + 50x16 -0.5 (capturing the remaining pieces)
