That.s the Irish Guards (New Guard taking over from the Scots Guards (old Guard), the Regimental band of the Scots Guards back to Wellington Barracks where the Old Guard will have the rest of the day off, the Pipes and Drums of the Irish Guards will take the St. James's Palace detachment to St. James's palace (half way up the Mall) where the New Guard will continue to mount Queens Guard until they dismount the following day, where they will become the Old Guard.

I've been on the local bus with the dog and wolfhound major,  plus grannies going to the shops, in windsor back in the day. Star of the county down, i love to hear it from the pipes.
