There have been 51 plots and attacks against New York City in the 20 years since the Sept. 11, 2001 terrorist attacks according to the NYPD. NBC News’ Tom Winter explains how the NYPD counterterrorism unit has shifted to include overseas posts that identify threats before they get to Manhattan.
