Encoding and Decoding Strings on Neetcode

Thanks for viewing my channel! Today I continued working on NeetCode problems as I worked through the arrays and hashing problem set, and today I completed the Encoding and Decoding Strings problem. I will implement a solution in Python.

P.S. I ended up using Neetcode instead of Leetcode in order to avoid paying for a subscription.
