How to enable options trading on Robinhood.
The base option trading level Robinhood will give you is level 2. This will allow you to buy Calls and Puts, as well as sell Covered Calls and Cash Secured Puts. A covered call means you have 100 shares of the underlying stock, and a Cash Secured Put means you have fund to buy 100 shares of the underlying stock at the strike price. Robinhood will hold the shares or funds as collateral in case the option you sold gets exercised, otherwise you shares or funds will be released on closing or expiration of the contract.
In most cases Robinhood requires you to request level 3 options trading. This will allow you to buy and sell option spreads. Depending on how you filled out your trading experience Robinhood may require you to trade a few option strategies in level 2 before you are allowed to upgrade to level 3.

Back in July 2020 I had to traded roughly 20 options over 3 months before Robinhood approved my level 3 upgrade request.
