Bosch Dishwasher doesn't advance to wash cycle

When we run our dishwasher, it doesn't seem to advance to the wash cycle.

I tried replacing the control board but that made no difference. I took the circulation pump out to check if any objects or debris was trapped but did not find anything. I ran a diagnostic but don't know what the blinking lights represent. Bosch refused to help me. What steps should I take to find the problem?

Steps I took:
Checked filter inside unit. No debris
Checked screen in Water Inlet valve. No debris
Checked water line, water coming in very strong.
Checked hoses for debris. No debris
Checked base for water. No water
Checked circulation pump for object or debris. None found
Replace main control board. no difference

Ran diagnostics and results
Drain cycle ok
Aqua sensor check ok
Fill cycle, doesn't seem to get past this
test takes very long time

Unit errors out with no indication what the problem is.
